Not a bug: Custom Context Menu not working on Windows 7 x64 SP1

I moved from a much earlier version to the latest version v2.4.0.0 and used the portable version like I have been using previously. However with this version there is an additional option called Customize Explorer context-menu which when I left click shows a User Account Control dialogue. When I click Yes, nothing happens.

Is this a bug? What should happen?

I am not certain which version that I was using previously, the file size of the setup program is 897,664 bytes and I have provided the file hashes below
It might of been 1.7.7 as best as I can remember.

I am using Windows 7 x64 SP1 with all but a few updates, one or two of the latest from late last year will not install for some reason that I have so far not worked out the reason/cause. I suspect that it could be an incomplete Service Stack Update which is preventing the updates but they will not install because they say that they do not apply to my computer. I might have to forcibly remove one of the SSU's in order to re-install them correctly but that could break my windows install so it is very risky. At this moment I do not want to do that.

This is part of modifying the Windows Explorer context menu. Depending on how the checkboxes, that are in the same groupbox/frame are set, the Windows context menu is changed, once the "shield button" is clicked, and the elevation is confirmed.
It's to handle the administrator elevation that is necessary (since Vista) for such changes.

Usually this OS-customization should only be done with the installable version, as starting HxD over the context menu, when it's not in a fixed location will not work (e.g., when stored on a USB-stick that is not inserted, or has a new drive letter assigned or is plugged into another PC).
