Not a bug: HxD 2.0.0.0 Incorrectly shows the data in the "Data inspector"
Japanese characters in the "data inspector" are displayed with an error. The output characters in line " WideChar/char16_t" do not match the table.

I tried it successfully with the following byte sequence "73 5E EE 4E 0D 54 2C 00 20 00 72 30 89 30 4C 30 6A 30", which corresponds to"平仮名, ひらがな" assuming UTF-16 little endian encoding.
For this example it converts correctly. That is, "73 5E" is shown as WideChar "平" in the datainspector, "EE 4E" as "仮, "0D 54" as "名", etc.
