Which language of HxD are you using, and which edition (portable or installable) and what Windows version/language?
Also when does it happen, at startup or end or when?

I tried it under Windows 10 x64 Simplified Chinese, and I couldn't reproduce it.
I'll add logging to HxD so we can find out what happens. Have you tried moving HxDx64.exe to a new folder so that the settings folder is recreated? Does it still show this error at startup?

So, I'll close it as "cannot reproduce" since we both seem to not be able to trigger this behavior.

Did you use Sandboxie maybe, or something similar that hooks into operating system functions?
