I have look inside other (Windows open source) programs like:
1. XML Copy Editor: http://xml-copy-editor.sourceforge.net/
2. Frhed: http://frhed.sourceforge.net/
These programs use subfolder 'Languages' that contain some files .po.
Files .po are simple ascii file for traslating the user interface of a program.
The main difficulty is translate the internal language (terms are inside the source) and obtain the first (main) .po file: You can use the tool 'Poedit' http://www.poedit.net/ (open source with MIT license).
One useful feature of Poedit is 'You can use Poedit to scan source code for translatable strings'.
This feature (multilanguage support) is not 'necessary' or urgent but simplify dramatically the HxD download page.

This is also possible using my translation system. There are different executables for each language to make download size smaller. One single EXE is also useful for the portable version.

Current setup (HxD 2.0 and up) is a multi-lang download that includes all translations into one package and creates the portable ones as needed (no install necessary for the portable).
